Short and Simple Birthday Wishes
Short doesn't have to mean thoughtless. A one-liner that's actually well chosen reads better than a paragraph of filler, and it's what most situations call for: a text, a group chat, a line in a card that eleven other people are signing. All ten below are under fifteen words.

Where Short Works Best
Group cards: one line and your name. Anything longer looks strange next to everyone else's. Cake toppers and balloons: four or five words maximum. Group chats: short is correct, and sending it early matters more than sending it long. Formal or distant relationships: brief is respectful rather than cold — see wishes for someone you barely know.
One thing worth adding even to a one-liner: their name. It takes a second and doubles the warmth.

Questions
Is a short message rude for someone close?
Not if you also call. A short text plus a phone call is better than a long text and nothing else.
What's the shortest acceptable message?
"Happy birthday" plus their name is genuinely fine. It's the absence of a message people notice, not the length.
